Whitepaper: EU Digital Trust and Compliance

The whitepaper is designed to bridge a common gap in EU digital trust and compliance: organizations increasingly face multiple regulations at the same time, but often manage them through separate legal, privacy, cybersecurity, AI and product-compliance initiatives. The paper proposes a different approach. Rather than building an independent program for each regulation, it establishes a Unified Compliance Architecture that translates overlapping requirements into shared governance, controls, evidence and reporting processes.

Digital Trust and Compliance: Unified Architecture

At the center of the approach is a simple principle: scope once, control consistently, apply regulatory overlays where necessary, retain evidence, and coordinate notifications. The regulatory perimeter covers major EU digital instruments including GDPR, the AI Act, Cyber Resilience Act, NIS2, DORA, Data Act, Data Governance Act, Digital Services Act, Digital Markets Act, eIDAS 2.0, the CER Directive and the Cybersecurity Act. The paper distinguishes broadly applicable requirements from obligations triggered by sector, organizational size, regulated status, product characteristics or the organization's role within a digital ecosystem.

The Unified Compliance Architecture provides the operating model. It begins with scoping and applicability, establishing which entities, systems, products, data processing activities, AI systems, suppliers and jurisdictions are affected. The second layer translates applicable requirements into common controls, including governance, risk management, privacy, secure development, AI governance, vulnerability management, business continuity and third-party oversight. Sector-specific requirements are then introduced as regulatory overlays, allowing additional NIS2, DORA, CER, DSA or eIDAS obligations to be incorporated without duplicating the entire control environment.

A particularly important component is evidence and assurance. Compliance must be demonstrable rather than assumed. The paper therefore connects controls to artifacts such as records of processing activities, DPIAs, AI assessments, threat models, SBOMs, security tests, supplier assurance, contracts, audit reports and management reviews. Monitoring and incident management complete the architecture by connecting operational events to regulatory classification, decision logs, escalation and notification workflows.

The framework is supported by a linked data, asset and third-party inventory that acts as the organization's common source of truth. This allows Legal, the DPO, CISO, AI governance, Product, Engineering, Procurement, Risk and Internal Audit to work from consistent information rather than maintaining disconnected compliance registers.

Implementation is structured through a 30/90/180-day roadmap. The first 30 days establish governance, regulatory scope, inventories and urgent incident capabilities. By 90 days, priority controls, assessments, product-compliance processes, supplier governance and evidence management should be operational. By 180 days, the focus shifts toward assurance, resilience testing, regulatory readiness, automation and continuous improvement.

Ultimately, the whitepaper positions compliance not simply as a collection of legal obligations, but as an integrated business capability. By consolidating overlapping requirements, establishing accountable ownership and reusing controls and evidence across regulations, organizations can reduce regulatory risk while improving operational resilience, auditability and efficiency. The intended outcome is a compliance model capable of evolving as EU regulation, technology and business models continue to change.
